CITY COUNCIL MINUTES
COUNCIL CHAMBERS TUESDAY, AUGUST 27,
2024 6:00 PM
Call to Order/Roll Call/Pledge of Allegiance
The meeting of the City Council was called to order by Mayor Kevin Voracek at 6:00 p.m.
Councilors in attendance included Sara Caron, Adama Doumbouya, Royal Ross, Peter
van Sluis, Tom Spooner and Chuck Thiele. Also in attendance were City Administrator
Jessica Kinser, City Clerk Heather Slechta, Community and Economic Development
Director David Wanberg, Parks and Recreation Director Paul Peanasky, Public Works
Director Travis Block, City Engineer Mark DuChene, Police Chief John Sherwin, and Fire
Chief Dustin Dienst.
Approve Agenda
Motion by Doumbouya, seconded by van Sluis to approve the agenda as presented and
carried unanimously.

Approve minutes of the August 14, 2024, City Council Meeting and the August 20,
2024, Special City Council Meeting
Motion by Ross, seconded by Thiele to a Approve minutes of the August 14, 2024, City
Council Meeting and the August 20, 2024, Special City Council Meeting and carried
unanimously.

Motion by Ross, seconded by van Sluis to approve Consent Agenda items A-L and carried
unanimously.

Ordinance 2023-20 Authorizing a Study and Imposing a Moratorium on the Establishment
and Operation of Cannabis Businesses within the City of Faribault (second reading) and
Approve Summary Publication of Ordinance 2023-20
City Clerk Heather Slechta explained that the City Council held a public hearing at their
August 14, 2024, City Council meeting to review and discuss Ordinance 2023-20
Authorizing a Study and Imposing a Moratorium on the Establishment and Operation of
Cannabis Businesses within the City of Faribault. There were no comments received
during the public hearing and since the August 14, 2024, meeting, staff has not received
any comments nor have any changes been made to the ordinance.
Motion by van Sluis, seconded by Caron to approve Ordinance 2023-20 Authorizing a
Study and Imposing a Moratorium on the Establishment and Operation of Cannabis
Businesses within the City of Faribault (Second Reading)

Aye: Councilor Caron, Doumbouya, Ross, van Sluis, Spooner, Thiele, Mayor Voracek
Motion by Spooner, seconded by Ross to Approve Summary Publication of Ordinance
2023-20 and carried unanimously.
Ordinance 2024-5 Approve Rezoning Properties in 1900 Block of 4th Street NW to I-1
(Second Reading) and Ordinance 2024-5 Summary Publication
Community and Economic Development Director David Wanberg stated that on August
14, 2024, the Faribault City Council approved the first reading of Ordinance 2024-5, which
proposes a zoning map amendment at 1919 2nd St NW, northeast of the intersection
between 4th St NW and 20th Ave NW. The City received no comments from the public
nor made substantive changes to the ordinance since the first reading.
Motion by Ross, seconded by Spooner to approve Ordinance 2024-5 Approve Rezoning
Properties in 1900 Block of 4th Street NW to I-1 (Second Reading)

Motion by Thiele, seconded by Doumbouya to approve Ordinance 2024-5 Summary
Publication and carried unanimously.
Ordinance 2024-6 Vacate a Portion of Drainage and Utility Easement at 1919 2nd St NW
(Second Reading) and Ordinance 2024-6 Summary Publication
Community and Economic Development Director David Wanberg stated that on August
14, 2024, the Faribault City Council approved the first reading of Ordinance 2024-6, which
proposes an easement vacation at 1919 2nd St NW, northeast of the intersection between
4th St NW and 20th Ave NW. The City received no comments from the public nor made
substantive changes to the ordinance since the first reading.
Motion by Doumbouya, seconded by Caron to approve Ordinance 2024-6 Vacate a
Portion of Drainage and Utility Easement at 1919 2nd St NW (Second Reading)

Bids None
Boards and Commissions Reports, Announcements and Project Updates
Mayor Voracek stated that the pool is closed for the season, Parks and Recreation
Director Paul Peanasky stated that there is another leak at the pool that they are working
on. The Rice County Law Enforcement softball game will be tomorrow at 5:30 p.m.

Councilor van Sluis informed the Council that the 7 Street bridge was hit again.
Adjournment
Motion by Ross, seconded by Doumbouya to adjourn the City Council meeting and
carried unanimously.
The meeting was adjourned at 6:07 p.m.
