Amendments for Downtown Area Improvements -
Phase 3 and Division Street Bridge Replacement
Projects
Background:
The City is utilizing engineering consulting firms for two
improvement projects, the Downtown Area Improvements - Phase 3
(I &S Group) and the Division Street Bridge Replacement Projects
(Bolton & Menk). Changes to the scope and /or schedules for both of
these projects warrants amendments to the engineering services
agreements, to reflect the additional efforts required to complete the
work.
For the Downtown Area Improvements - Phase 3 project, the
construction was originally planned for 2012. Due to delays in layout
approval from MnDOT, delivery for construction in 2012 was not
feasible, so construction was moved to 2013. In addition, the outside
funding on this project changed from a combination of federal aid and
municipal state aid, to all municipal state aid. All of these items
required plan and specification revisions. The increase in fees for these
changes is $8,000.00, increasing the total fee from $84,000.00 to
$92,000.00
The Division Street Bridge Replacement project was originally
intended to have the same faux railing components as are in place on
the Old 4th Street box culverts, and that is what was completed in the
final construction plans. Per direction from the City Council, the
railings were changed to be an alternate, with chain link fencing to be
included in the base bid. This required the revision of plan sheets and
other bid documents. In addition, an alternate bid to directionally drill
the watermain was added to the project, again requiring plan sheet
and specification revisions. Finally, the time required to get these
items completed made material delivery for 2012 problematic, so
further revisions were made to push the construction schedule in to
2013. The increase in fees for these changes is $7,471.50, increasing
the total fee from $38,550.00 to $46,021.50.

Supplemental Services Proposal — Faribault, Minnesota

Thank you for the opportunity to submit a proposal for additional compensation for project delays that
have occurred as the TH60 Downtown project has progressed.
I &S has appreciated the opportunity to assist the City of Faribault with the professional design services
for the Trunk Highway 60 /Downtown Reconstruction Phase 3 project. Unfortunately, due to forces
outside of our control, the project schedule has been extended beyond what was initially outlined for
the project.
The initial project RFP and subsequent proposal and contract for the project outlined a construction
schedule for the 2012 construction season which was not met for the project due to unforeseen delays
on the part of MnDOT. Due to these delays, the construction schedule for the project has been
extended such that the construction is to occur during the 2013 construction season. This delay has
caused an increased scope of work to be added to the project in order to update the plans and
specifications to meet the new construction schedule.
As a result of the added scope of work and overall timeframe of the project, additional resources, time,
and materials will need to be devoted to this project beyond those included in the original project
contract. As such I &S requests supplemental compensation in the amount of $8,000 to cover our
expenses associated with the additional labor and materials provided and keep this project moving
forward.
