Peanasky, Buckham Center Director MEETING DATE: May 10, 2011 SUBJECT: Resolution 2011 -077 Corey Creger Memorial Music & Arts Festival and Family Bike Tour: Use of Central Park & Straight River Bike Trail Background: The Corey Lyn Creger Memorial Foundation is planning its 4 Annual Music and Arts Festival for Saturday, May 21, 2011, from 10:00 AM to 9:00 PM. They are also planning the 1s Annual Family Bike Tour in conjunction with the Music & Arts Festival. The primary purpose of the foundation is to provide funds to foster creativity of young artists and musicians while also providing venues for performances and display of their work. They are requesting use of Central Park for the Music & Arts Festival and use of Straight River Bike Trail for the bike tour. The bike tour will start at Central Park, proceed down 5 th Street to the Straight River Bike Trail and on to the Faribault Middle School. They will then have the option of returning on the same route or continuing thru Cuylle Bay, 6 th Avenue, 4th Avenue, and down 5 th Street back to Central Park. This will require some intermittent street closures from 10 :00 AM to 2:00 PM but barricades will not be used and Faribault police and volunteers will assist with the intersections along the route. Recommendation: Approve Resolution 2011 -077 to approve use of Central Park, use of Straight River Bike Path and intermittently close the listed roads for the Corey Lyn Creger Memorial Music & Arts Festival and Family Bike Tour on May 21, 2011. State of Minnesota County of Rice CITY OF FARIBAULT RESOLUTION #2011 -077 APPROVING USE OF CENTRAL PARK & STREET CLOSURE FOR COREY LYN CREGER MUSIC & ARTS FESTIVAL & FAMILY BIKE TOUR WHEREAS, the Corey Lyn Creger Memorial Foundation is sponsoring a Music & Arts Festival and Family Bike Tour on May 21, 2011, and; WHEREAS, the Faribault City Council is supportive of these events, and WHEREAS, Section 15 -57 of the Faribault Code of Ordinances provides for temporary parking restrictions by means of Council resolution, NOW, THEREFORE, THE CITY OF FARIBAULT RESOLVES: Section 1. The Family Bike Tour will proceed east on Fifth Street to the Straight River Bike Trail and continue on the trail to the Faribault Middle School. They will return on the same route to Central Park or continue on north through Cuylle Bay, Sixth Avenue, Fourth Avenue, and east on Fifth Avenue to Central Park. Corresponding intersections will be intermittently closed from 10:00 AM to 2:00 PM. A map is attached. Section 2. Whiting, City Administrator To: Paul Peanasky /City of Faribault/Parks: From: The Corey Lyn Creger Memorial Foundation for the Arts 4 th Annual Concert for Corey and Art Festival Date: March 25, 2011 We are interested in reserving Central Park for our 4 th Annual Concert for Corey and Art Festival on Saturday, May 21, 2011. 1) We will have artists and crafters set up in tents along the sidewalks from 7 am to 5 pm or later. 2) Food and beverages will be sold. Bake sale. Student art contest. 3) Live music throughout the day in the bandstand until 9 -10 pm 4) The festival is considering fencing off portions of the park. We will need utilities company to mark where run throughout the park for securing tents and fencing posts. Thank you. Trent and Michelle Creger Corey Lyn Creger Memorial Foundation for the Arts Committee 4 -14 -11 To whom it may concern: The Corey Lyn Creger Memorial Foundation for the Arts was established in 2008 and received its 501 (c) (3) nonprofit status on January 26, 2010. MISSION OF THE FOUNDATION The primary purpose of this foundation is to provide funds to foster the creativity of young artists and musicians while also providing venues for performances and display of their work. The foundation will support artistic endeavors throughout the community to create a place where the arts can thrive and be enjoyed by a growing audience. The Foundation is planning its 4 Annual Music and Arts Festival and for the second year has reserved Central Park in Faribault, MN. The park is located at 2 " Avenue NW and 5 Street NW. The park has seating with benches and picnic tables, a band shell and restrooms. We plan to fence off a portion of the park as indicated on the attached diagram of Central Park. The Festival is planned for Saturday, May 21, 2011 from 10 am to 9 pm with events as follows: • Art Vendors 10 am to 5 pm 15 -20 Art Vendors are expected. • Music — open mic all day Concert with live bands 4 pm to 9 pm 6 -10 Bands will play • Bike tour 10 am to 2 pm • Food concessions will be sold all day including pizza, hot dogs, chips, nachos & cheese, pop & water, fruit kabobs • Bake sale, plant sale, t -shirt sales and donated merchandise will be sold. 600 -800 visitors are expected to attend. In association with the Paradise Theater, the Faribault Flyers Bike Club and Midtown Cycle, our needed volunteer base has already been established. Our course will be a 3.5 mile family friendly tour starting at Central Park, then winding along the Straight River Bike Path to the Faribault Middle School. Participants may return on the path or continue through the quiet neighborhoods of Faribault back to Central Park. Upon registration, volunteers and a technician from Mill Town Cycle Shop will help ensure proper fitting of bike helmets. All participants will be required to wear helmets. Proposed bike tour route attached. Crossing guards and support tent will be posted where indicated on map. Crossing guards will be posted at the following intersections from 10:00 am to 2:00 pm. • First Avenue NE & V Street • Straight River Bike Path & Willow Street • 6" Avenue & 10 " Street • 4 ' Avenue & Division Street (also a 4 -way stop) • 4' Avenue & 4 Street (also a traffic signal) • Support Tent will be behind Faribault Middle School at the mid -point of bike tour. At this point bikers may return on the bike path or leave the bike path and continue on the route through town.
